Number of training programmes ongoing in relation to the skills management system (S_09)

In accordance with the stipulations of the Multiyear Training Plan, approved by the Local Skills Committee on 12 February 2016, the following training programmes were carried out in 2018 in relation to the skills management system:

Annual English programme ("Language" skill)

The fourth training activities programme commenced in the third quarter of 2019, with the objective of improving the “language” skill through official certification, pursuant to certain levels of the European Common Reference Framework for languages.

This programme is run on an annual basis for any staff at the Huelva Port Authority wishing to improve their languages to assist them in their professional activity, and also to boost their personal profile. To this end the Huelva Port Authority issued a tender for the language-learning contract, which was awarded to the language specialist Kedaro International. The Huelva Port Authority pays this academy the monthly cost of classes for each student. The cost of this, and also enrolment fees and monthly charges, include the teaching materials necessary, and the costs of the examinations for official certification of the level concerned.

Also, in order to provide language training for staff who work shifts, a language-learning cooperation agreement was signed with Spain’s Open University (UNED). 

The total number of students enrolled on language-learning courses at each level in 2019-2020 was 52, as follows:

  • English Level A1: 1
  • English Level A2: 8
  • English Level B1: 10
  • English Level B2: 16
  • English Level C1: 7
  • English Level C2: 4
  • French Level A1: 1
  • French Level A2: 1
  • French Level C1: 1

Out of the total of students enrolled in 2018-2019 academic year who took exams between June and October 2018, 35 obtained a sufficient grade to continue on the next course. The following official certificates were also obtained:

  • A1 Portuguese: 1
  • A2: 5
  • B1: 14
  • B2: 2
  • French C1: 1

Occupational hazards prevention training programme (“Prevention of Occupational Hazards” skill)

The following training activities were carried out in 2019 in connection with the Prevention of Occupational Hazards:

Training for new employees

Pursuant to the provisions of Article 19 of Law 31/1995 of 8 November on the Prevention of Occupational Hazards, new employees are given sufficient and adequate practical and theoretical training as soon as they take up their functions.

Training in that regard was given to a total of thirty-two people.

Firefighting and Emergency Response Plans

The aim of this training action was focused on knowing the risks of the company, which may lead to an emergency and evacuation situation, on assessing the needs for protection, particularly when dealing with fires and acquiring sufficient expertise to implement the emergency response plans.

The in-person training course was run for ninety-two participants.

Occupational Road Safety Awareness Raising

This training course sought to make workers aware of occupational traffic accidents, even commuting accidents or when travelling on business, in order to develop positive behaviour and attitudes to improve the workers' driving and thus reduce the impact and gravity of occupational traffic accidents.

The in-person training course was run for one participant.

Working at height: TELCO 1

Once the Occupational Health & Safety Plan had been prepared, the Prevention Planning had to be implemented in its different sections: Technical Measures, Procedures, Training and Information.

In that regard, electrical training, among others, was as follows: Risks and preventive measures when working at height (anti-fall systems, restraint systems), whose main aim was to know the risks and the preventive measures when working at height, along with the work procedures and the use of PPEs.

The in-person training course was run for 4 workers.

“Port Strategy and Sector” training programme. Level 1 Course

The Port Strategy and Sector programme comprises knowledge of the port business and its environment (the various operators, agents and services offered), and the techniques and methodologies used to draw up strategic plans.

The total number of students on the programme was 39. It was also taught online via the State Ports training platform.

"Industrial Safety" skills training programme Level 1 and 2 Courses

Industrial Safety skills are defined as the set of knowledge about prevention, protection and elimination of the risks arising from the activity that may affect, in the port sphere, the people and the assets, along with the relevant legislation and regulations.

In that regard, the level 1 training action was run for 1 participant and the level 2 for 40 participants, both online.

Environmental training programme

The environmental training programme teaches students how to measure, assess and minimise the environmental impacts of the activities of those working in the Port Community, and also explains the regulations applicable.

The following courses were taught in 2019:

Preventing and combating pollution. Basic operational level

This training action aimed to provide the necessary knowledge for the correct cooperation and adoption of prevention and containment measures and to collect accidental spillages, given the volume of industrial activities carried out by third parties in the Port of Huelva Service Area, along with the nature of the substances transported and operated by them.

The in-person training course was run for two participants.

Environment Level 1

The training action was conducted to provide the necessary knowledge to develop awareness about the environmental problems affecting us us and to foster positive attitudes to become engaged in protecting the planet to advance towards sustainable development, acquiring comprehensive knowledge about the environmental problem generated by waste and the basic techniques for its correct management. The aim is thus to create and maintain an Environmental Management System that provides mechanisms to put the principles into practice that define the Environmental Policy, improve environmental performance and provide the necessary resources to implement this Policy.

The training course was run for a total of 60 people and online through the Puertos del Estado training platform.

In situ training was provided for one student.

“Use and Exploitation of Systems” training programme

“Use and Exploitation of Systems” covers techniques to use and exploit the information and communication systems used by company management. The following course was taught:

Digital transformation Office 365

This sets out to optimise and boost the efficiency of employees in habitual operations with tools such as Excel, Word, PowerPoint, OneDrive etc.

Training was provided for 88 students in blended learning mode.

Navision

Training divided into three modules was organised in order to expand the users' knowledge on that tool and to improve its performance and use.

A first 90-hour module focused on financial accounting, fixed assets and portfolio management, taught to 5 students.

The second module was taught to 2 students. It lasted 180 hours during which they considered integration possibilities in the tool, such as warehousing, CRM, manufacturing, sales, etc.

Finally, the 320-hour module was taught to 2 students. It included a more technical and IT profile, such as design, implementation, report generation, etc.
